State representatives in the community Ezequiel Castillo Oliveros and Mileidis Arencibia Gonzalez are dedicated to the interests of the voters who elected them and have ratified without interruption for 24 years as presidents of People's Councils in the municipality of Urbano Noris in the province of Holguin.
It was in 1996 when they began their functions and since then they have facilitated the link between the people and the Government with the aim of promoting greater citizen participation in the control and supervision of economic activities and state or private services and offering solutions to problems that directly affect the inhabitants of the districts they represent.
Castillo Oliveros remembers that when he assumed the responsibility of president of the North Popular Council (CP) in the town of San Germán he acquired the commitment to carry out his functions with honesty and objectivity in permanent feedback with the almost eight thousand voters of the 14 districts he is in charge of. He appreciates the trust of the people for his management and reiterates the duty to follow up on all his proposals, to know their concerns and needs in order to offer the most appropriate solutions to any situation.
Two decades ago the housing fund of his community was very deteriorated, today thanks to his constant concern and effective action many neighbors have been favored with the granting of more than 200 subsidies for the benefit of their homes and raising the quality of life. In his work agenda are pending issues related to the deterioration of roads, insufficient public lighting and unstable water supply.
But other social issues have had a response in favor of the well-being of the inhabitants: "Today the installation of some 890 fixed telephones is an achievement. Almost all the houses we have have telephone service," because before it was perhaps the largest zone of silence of the nine Popular Councils in the municipality.
His ratification as president of Popular Council for more than 20 years is a response to his efficient governmental exercise always in correspondence with the interests of his electors: "Before the new structures of the Popular Power we have the challenge of working with greater dedication and connection to the people, we have to continue strengthening the popular movement and the community groups to achieve the objectives of the maximum leadership of the country and President Miguel Díaz-Canel Bermúdez, and give the people the mission of participating in all the tasks that allow the solution of the problems in one way or another. 
The president of the Southern People's Council in "Urbano Noris", Mileidis Arencibia González, has similar results. She is one of the two women who take on such laudable activity in that sugar town in the center of eastern part of Cuba. First a professor of Spanish and Literature, then director of the José Martí Pioneer Organization Palace, and for the last 24 years she has taken on the task of contributing to the unity, identity and sense of belonging of the citizens for their community from her government.
"We must continue to increase control and supervision of administrative entities so that their work is in line with the needs of the population and we must continue to insist on greater objectivity," she said.
She also highlighted the valuable experience of the process of perfecting the People's Power and the significant experiences of the democratic popular consultation for the approval of the new Constitution of the Republic of Cuba, which was endorsed on February 24, 2019 with the vote of more than six million 800 thousand Cubans.
Essential and decisive is the popular participation in the success of any task in terms of the development of society.
The People's Councils have been functioning in a general way throughout the country since 1991. In the province of Holguin there are 154, invested with the highest authority and approval for the exercise of their performance for the benefit of the community they represent, because as Fidel Castro said: "...The People's Council...- I would say that it was the requested link - of the socialist state leadership".
